Free and fair elections are the bedrock of our republic, and establishing trust in those elections is essential for a healthy society. Every fraudulent vote negates a legally cast vote, robbing a citizen of their voice and further eroding trust in the system. All Americans can agree: it should be easy to vote and hard to cheat.
Utah election laws have room for improvement. Utah only ranks 41st in the nation according to the Heritage Foundation’s Election Integrity Scorecard. Every Utahn should have confidence in the security and integrity of their election system. Legislators have the opportunity to make securing Utah’s elections a top priority with House Bill 313 and Senate Bill 219.

HB 313, sponsored by Rep. Jon Hawkins, includes numerous election security measures that improve the integrity of Utah’s elections. Heritage Action supports HB 313 and its top reforms, including:
- Verifying a voter’s ID for those who don’t provide valid identification at the time of registering to vote
- Ensuring elections are free from the corrupting influence of private funding
- Safeguarding election equipment from potential hacking by banning internet connections
SB 219, sponsored by Senator Keith Grover, ensures Utah’s election operations are run in a fair and non-partisan manner by prohibiting private funding of election officials and government agencies by any individual or outside organization.
SB 219 would ensure that Utah’s elections are funded by the people through the State Legislature and keep the corrupting influence of private money and power out of the election administration process.
